PEOPLE WITHOUT THE SENSE OF PATRIOTISM CAN DEFILE ANY PROJECT
— ... an acute problem arises in connection with the project of the development in accordance with the Agreement on division of Sakhalin shelf. It seems that this project up till now no positive conclusion of the state ecological examination. But in scale and possible ecological consequences the grandiose development of the shelf may be compared with the much talked of in its time turning of the Northern rivers to the South!
— I shall tell you even more. I was deputy chairman of the expert commission, when the very first studies of the Sakhalin project began even in the beginning of the 90s. Gambling around this project was not very fair. We presented to the government our recommendations, I reported our considerations. I was listened to thanked, but they were guided by absolutely different approaches. We already knew that the Japanese have contacts for supplying gas from Sakhalin until 2005. But there was not only gas on Sakhalin, but also oil!
— We wanted the Japanese to develop first gas, but not oil deposits, for us to supply part of gas extracted along the gas - main to Primorye, Khabarovsk territory. We also knew that the Japanese will hinder the development of gas deposit and apply themselves to oil. The thing is that the Japanese have already had gas deposit contracts signed up to 2005. Thus they decided to lay up its development until the next center, when they will really need gas. And now they badly needed oil - and they export it by tankers. I certainly may be mistaken, but I am almost sure that they will supply us with gas not earlier than 200.
— But there is one aspect more of “Sakhalin - 1” project. Foreign investors of the project - companies “Exon”, “Mobil”, “Texaco” will get almost all the profit from the development of the deposits now, only in about 10 - 15 years it share of profit will start getting our “Rosshelf” joint - stock company (but only for gas). Is that fair?
— We shall get something already in the first year: money for land, for development.
But I want to say: any, even the best project may be defiled, if the interests of the Russian state are not considered. The people, who are engaged in concluding contacts with foreign investors, must have the sense of patriotism and be competent.
