He was born in 1957. Mr. Burkanov completed Agricultural Institute of Kirovsk. His specialty is biologist-hunter. He headed Marine Animal Guard Service in Kamchatrybvod. Later, Mr. Burkanov was the head of Marine Mammals Research Laboratory in Kamchatka Institute of Ecology and Nature Management. Vladimir Burkanov  is the candidate of biological sciences. Since 1995 he is the head of Kamchatrybvod.
