WHAT HAS THE CAPITAL GOT IN MIND?

Imagine for a moment that Kamchatka has obtained its sovereign rights. In this case, under whose responsibility would Economic zone of Russia be? Do you think it would be Moscow with its capital ambitions or poor fishing Kamchatka? From the coast of Kamchatka would all 3-miles, 12 miles and 200 miles Zones start. Zones that Moscow reigns now. So, maybe the capital pushes fishermen of Kamchatka to struggle for independence and do not accept instead territorial rights of Far Eastern Regions (not only Kamchtka but Sakhalin, Magadan, Koryak and Chukotka) for the priority to use resources in adjacent areas? And it would be fair for the regions to obtain this right. It could be a good motivation for the regions to develop. Dozens of different enterprises (usually these are foreign enterprises) catch a lot of fish in Kamchatka basin. The collected funds are supposed to be used for the needs of Russian scientific research and fish management institutes. Where is all these money? Kamchatka fishery inspectors are not able to guard the basin.They have neither legislative foundation, nor material and technical basis. They do not have.... and they do not have.... They do have nothing. It looks as if somebody is waiting for the oldest nature protection service to collapse. And that can happen soon. As soon as the Far Eastern fish industry collapses. And that allready had happened in 100 years of Kamchatka fish industry history. We just do not remember it. We have very poor memory.
